This advocacy process is implemented under the program for social inclusion and green economy. The project has an environmental and socio-inclusive component and aims to set up a system for primary selection of non-hazardous waste in residential buildings, in order to contribute to a cleaner and healthier environment, reducing the amount of waste in municipal containers, and thus creating new green jobs and increasing the quality of urban living. 

The second goal of the project is to formalize informal waste collectors, their integration into the system, health, pension and disability insurance, increase the level of safety at work and ensure a decent income.

The process is part of the Reconomy program, a regional inclusive and green economic development program of the Swedish International Development Cooperation Agency (SIDA), implemented by Helvetas Swiss Intercooperation in Eastern Europe, the South Caucasus and the Western Balkans.
